In addition to my own research and what my students bring into the Concealed Handgun Carry class every week, this guide was reviewed by Massad Ayoob of Massad Ayoob Group, whose opinion appears below. [Keep only if true — Chris: I handled the product(s) on this page myself. Details are in the test record at the end.] The method line at the end of the article says exactly how this guide was built.
Four ways to open a gun box sounds like three more than anybody needs, until you think about who else lives in your house. When a student tells me his wife carries too and his teenage son gets home from school two hours before anybody else, the talk turns to two questions: who can open the safe, and how would you know if somebody did?
The BILLCONCH Biometric Handgun Safe tries to answer both. My verdict: it’s a flat, drawer-sized box with fingerprint, code, app and key access and an inside size that’s actually published. A good budget pick for one carry gun at the bedside, as long as your pistol clears a 2.55-inch ceiling and you cable the box to something solid.
FYI, prices and ratings are accurate as of time of writing.

BILLCONCH Biometric Handgun Safe – Best Budget Biometric Handgun Safe With App Access
HIGHLIGHT:
Fingerprint, keypad code, phone app and key, plus an app record of which user opened it and when.
FRONT PANEL & FINGERPRINT READER:
Everything you touch is on the front edge: a row of numbered buttons with the fingerprint reader set into it. In the photos you can see a finger on the reader with a green light showing. BILLCONCH says the reader is self-learning and unlocks in about one second with one hand. A self-learning reader is meant to refine a stored print as you use it, but it won’t rescue a print that was enrolled badly in the first place.

So I teach the same trick for every biometric box. Enroll the same finger several times at different angles: flat, tipped up and rolled a little to each side. Add a finger from your off hand too, for the night your strong hand is holding a flashlight or a phone. Half asleep, your hand doesn’t land the way it did at the kitchen table.
One thing the photos show that the listing doesn’t mention: two front panels. On some, the reader sits in the middle of the button row. On others it sits at the right end, next to a small window. I can’t tell you from the listing which one ships today, so look at the current listing photos before you order and know which one you’re getting.

KEYPAD & BACKUP KEY:
The keypad uses the 0 through 9 keys for a code you set yourself. Pick something that isn’t a birthday, an anniversary or your house number, and nothing a child could guess off the family calendar. The close-up shows clearly numbered buttons with a back key and an enter key on the end. Another photo shows a row of red lights along the panel.

BILLCONCH also lists an LED indicator and a silent mode. In a bedroom, use silent mode. You don’t want to tell the whole house, or whoever just came into it, that you opened the gun box.
Now the key. It’s the one way in that doesn’t need power or software, and it’s the one most folks store wrong. The key does not live in the same drawer as the safe, and it never lives where a child can find it. Put it on your key ring or in a second locked spot, and try it once when you first set the box up so you know it turns.
THE APP & UNLOCK RECORD:
This is the feature that separates it from a plain fingerprint box. The seller says the phone app lets you add and delete fingerprints, manage up to 40 of them, and view an unlock record by user ID. One of the photos is a screenshot of that record: a list of openings, each with a user number, a time stamp and the way it was opened.

As an old lawman, I like a record. In a house with more than one adult, or with older teens, it tells you when the box was opened and by whose print. That’s worth something. But don’t lean on the app for the important part. It means depending on a phone, an app and a Bluetooth link. Check that the app works with your phone, read recent comments on the listing about pairing, and keep the fingerprint list to the adults who belong in that box. Nobody else.
INSIDE ROOM:
BILLCONCH gives the inside as about 10.62 by 5.84 by 2.55 inches and says it holds one large handgun or two standard-size handguns, with room for small things like jewelry. The outside is listed at 8.6 inches deep, 10.82 wide and 2.75 high. I’m glad they publish the inside numbers. A lot of boxes don’t.
The number that matters most is that 2.55-inch height. Your pistol lies flat in there, and anything with a tall red dot, an extended magazine or a weapon light may keep the lid from closing. Measure your gun at its tallest point, optic and light included, before you order. The 5.84-inch width means two pistols sit side by side with little to spare. I’d call it one carry gun and a spare magazine, or two small ones.

The listing doesn’t describe any padding. In the photos you can see a lined floor, the lid standing open on its hinge and the inside lit up. Go by what’s in your box when it arrives, and don’t add a thick pad that steals height you don’t have.
BUILD & LID:
BILLCONCH describes a hard carbon steel core with a four-layer coating against rust and oxidation, a high-gloss finish and a double U-lock design. It also lists a hinge built to open quickly without relying on a hydraulic lever. What it doesn’t list is a steel gauge, a bolt count or any pry rating, so I can’t stack it up against boxes that publish those numbers, and I won’t pretend it’s a vault.

A YouTube channel called LockBusters has put this model through a pry-bar test. If you want to see how it does, watch it as one data point, since results depend on the unit and the method. There’s no fire rating listed, so passports and papers belong somewhere else.
POWER:
The listing doesn’t give a battery type, a battery life or a power port. One photo shows the box sitting with a white cable beside it, but the listing itself doesn’t say how the safe is powered, so check the manual when you open it. Whatever it runs on, I put a reminder on my phone to check it on the first of every month. A dead box at 3 a.m. leaves you hunting for the key.

MOUNTING & PLACEMENT:
The spec sheet lists it as freestanding and tabletop, and the bullets describe a security cable. BILLCONCH lists the box at 6.2 pounds, and my first thought is that a burglar could carry it off under one arm. So the cable is your anchor. Loop it around a bed frame or something else that doesn’t move, and keep it tight enough that the box can’t be swung out. It won’t stop a man with bolt cutters. It does stop the quick grab-and-go, and that’s the one I’d worry about most.

At 2.75 inches tall it slides into a lot of nightstand and dresser drawers. In the photos you can see one in a bedside drawer and one in a white drawer unit. Wherever it goes, practice opening it with the lights off, starting from lying down, five times in a row. If you can’t do it smoothly in the dark, it’s in the wrong spot or set up wrong.

If you have children in the house, this part isn’t optional. North Carolina’s safe-storage law (G.S. 14-315.1) can put you in court if a child gets hold of a loaded gun you left within reach and something happens with it. Other states have their own versions.
WHAT TO CHECK BEFORE YOU BUY:
Where it earns its keep: It comfortably fits a full-size handgun plus spare magazines, the soft interior lining keeps retrieval quiet, code and biometric setup is easy with a silent mode, and the instructions are clear.
Where it falls short: Battery status feedback is limited, a unit can arrive with paint chips near the fingerprint reader, and it runs small for a pistol with a mounted light or optic.
Who it’s for: An easy-to-program biometric safe for one full-size handgun with silent-mode access. Skip it if your pistol carries a light or optic; the interior is too tight for that setup.
WHAT TO WATCH:
The 2.55-inch inside height is the big one. After that, it’s the two front-panel versions in the photos, the missing battery details and an app you shouldn’t depend on. And it’s light, so cable it.
WHO SHOULD BUY IT:
Buy it if you want a flat bedside or drawer box for one carry gun, you like having a record of who opened it, and you want to stay under a hundred dollars. The seller also mentions a 365-day window to contact them through Amazon, so read the actual terms on the listing. Skip it if you carry a full-size pistol with a light, need fire protection, or want a heavier box you can bolt down. Step up to a bolt-down safe for that.

BILLCONCH Biometric Handgun Safe FAQ
How many handguns fit in the BILLCONCH safe?
The seller says one large handgun or two standard-size handguns, with an inside of about 10.62 by 5.84 by 2.55 inches. The 2.55-inch height is the limit, so measure the tallest part of your gun, optic and magazine included, before you order.
Does the BILLCONCH need an app to open?
No. It also opens with a fingerprint, a keypad code or the key. The seller says the app manages up to 40 fingerprints and shows an unlock record. Check recent comments on the listing about pairing with your phone.
How do I secure the BILLCONCH so it can’t be carried off?
It’s listed as freestanding and tabletop, and the bullets describe a security cable. At 6.2 pounds, loop that cable around a bed frame or another fixed point. Confirm the cable length on the listing before you pick a spot.
What happens if the batteries die?
The listing doesn’t give a battery type or life, so check the manual. The key is the way in that doesn’t depend on power. Keep it locked up somewhere separate from the safe, and test it after setup.
Does the BILLCONCH have a fire rating or warranty?
No fire rating is listed. The seller mentions a 365-day window to contact them through Amazon, but read the actual terms on the listing before you count on it.
